Душевая Обеспеченность В Сфере Бюджетного Финансирования Высшего Профессионального Образования В Субъектах Рф

Abstract

Объемы государственного бюджетного финансирования сферы высшего профессионального образования ежегодно возрастают. Однако, несмотря на это, а также на увеличение значимости ВПО для социально-экономического развития страны, федеральное законодательство идет вразрез с существующей практикой реализации конституционных гарантий в области образования. Государство не выполняет своих обязательств в вопросе финансирования контингента бюджетных студентов и обеспечения равенства прав и возможностей каждого гражданина, вне зависимости от места проживания, на образование. Данный факт подтверждается диспропорциями душевой обеспеченности студентов. Существующая дифференциация удельных расходов (в расчете на одного бюджетного студента) не поддается объяснению ни с точки зрения действующего законодательства, ни с точки зрения традиционных статистических методов исследования и зарубежной практики.
