Влияние Взаимоотношений Предприятий С Властями На Участие Предприятий В Системе Госзакупок: Эмпирический Анализ

Abstract

В данной статье государственные закупки рассматриваются как инструмент косвенной поддержки предприятий со стороны государства. Вв этом контекстев статье поставлены следующие вопросы: какое место занимают госзакупки в системе взаимоотношений бизнеса и власти? можно ли их считать частью "системы обменов" между предприятиями и государством? в какой мере госзакупки сочетаются с формами прямой поддержки предприятий? Для ответа на поставленные вопросы были использованы данные опроса предприятий, проведенного ИАПР ВвШЭ в 2009 г. Проведенный анализ дает основания полагать, что повышение уровня экономического развития региона связано с сокращением прямой поддержки предприятий при одновременном расширении косвенной поддержки через систему госзакупок.
