The paper is devoted to the problems of socio-economic development of the Arctic territories of Russia. The methodological base of the study includes the modern theory of the location of production and the concept of state management of regional development. The analysis made it possible to conclude that the spatial development of the Arctic regions is negatively affected by such factors as low infrastructure, transport remoteness, adverse climate, etc. Under these conditions, one of the priorities for the implementation of the Strategy for spatial development of the Arctic zone should be the modernization of its entire transport and logistics system. It has been substantiated that the most effective forms of spatial organization of the economy and management, ensuring the implementation of an integrated approach to the new territories development, may be territorial clusters, as well as territories of advanced social and economic development, contributing to the diversification of the North economy, attracting investments and thereby improving the life quality of the population. The practical significance of the results and conclusions of the study lies in the possibility of their use in updating strategies and programs for the development of the regions of the Russian North and the Arctic with the aim of forming an effective mechanism for managing and coordinating economic activity and ensuring the integrated development of the Arctic territories. Статья посвящена проблемам социально-экономического развития арктических территорий России. Методологическая база исследования включает современную теорию размещения производства и концепцию государственного управления региональным развитием. Проведенный анализ позволил сделать выводы о том, что на пространственное развитие арктических регионов оказывают негативное влияние такие факторы, как низкая инфраструктурная обеспеченность, транспортная удаленность, неблагоприятный климат и др. В этих условиях одним из приоритетов реализации Стратегии пространственного развития Арктической зоны должна стать модернизация всей ее транспортно-логистической системы. Обосновано, что наиболее эффективными формами пространственной организации экономики и управления, обеспечивающими реализацию комплексного подхода к освоению новых территорий, могут оказаться территориальные кластеры, а также территории опережающего социально-экономического развития, содействующие диверсификации экономики Севера, привлечению инвестиций и тем самым повышению качества жизни населения. Практическое значение полученных результатов и выводов исследования заключается в возможности их использования при актуализации стратегий и программ развития регионов Российского Севера и Арктики с целью формирования эффективного механизма управления и координации хозяйственной деятельности и обеспечения комплексного развития арктических территорий.
