Новые тренды в строительстве и управлении жилой недвижимостью. Recent trends in construction and residential real estate management

Abstract

Состав жилой недвижимости и структура рынка жилья в России не совпадают: первичный и вторичный рынки здесь дополняет значительный по размерам нерыночный сектор жилой недвижимости – фонд ветхого и аварийного жилья, который пополняет вторичный рынок быстро растущим объемом жилья с высоким уровнем износа. На первичном рынке страны постепенно складывается девелоперская модель предпринимательства, на вторичном рынке пока в основном сохраняется «советская» модель управления (управляющие компании мало чем отличаются от домоуправлений), нерыночный сектор требует разработки адекватной модели, сочетающей девелопмент и участие государства. Мегапроект реновации пятиэтажек в Москве будет способствовать формированию этой модели и ее правовому закреплению. The composition of the residential real estate and the structure of Russian housing market do not match: primary and secondary markets are supplemented by a considerable in size non-market sector of residential real estate – the stock of dilapidated housing and buildings in a state of emergency that is filling up the secondary market with rapidly growing volume of worn out properties. While the developmental model of entrepreneurship is gradually settling in the primary housing market, and in general the “soviet” model of management (management companies are not that different from the soviet property management agencies) is remaining in the secondary market, the nonmarket sector requires a formulation of an adequate management model that would allow the private and public management of residential real estate at the same time. Mega-project of renovation of the 5-storey buildings in Moscow will support the formation of such a model and the legal grounds for its existence.
