Применение методов организационного развития в рамках концепции государственно-общественного управления образовательными учреждениями. The application of organization development methods within a framework of public-private management of educational institutions

В статье рассматривается пример успешного применения методов организационного развития как формы государственно-общественного управления образовательными учреждениями. Целью исследования являлась апробация методики диагностики и изменения организационной культуры в образовательном Центре «Горностай» для повышения эффективности процесса культурной интеграции объединенных под его эгидой образовательных учреждений. Практическая значимость работы состоит в задействовании современного инструмента менеджмента в сфере управления государственными образовательными учреждениями. В основу исследования была положена методика американских социологов К.Камерона и Р.Куинна, в результате применения которой были выявлены различия в интерпретации текущего и желаемого восприятия культуры и намечены шаги по переходу из состояния «как есть» в состояние «как должно быть». В качестве решения выявленных проблем предложен переход от существующей функциональной организационной структуры к матричной. The article describes the example of successful application of organization development methods as a form of public-private management of educational institutions. The objective of the research was the approbation of methodology for diagnosing and changing organizational culture at Educational Center ‘Gornostay’ for maximizing the effectiveness of a cultural integration process of merged educational organizations. The practical relevance of the research is determined by the application of a modern management tool in the area of public school administration. The research is based on Cameron’s and Quinn’s sociological methodology, and the result of its application showed the difference between the current and desired state of organizational culture that made it possible to propose the steps for moving from the situation ‘as it is’ to the situation ‘as it should be’. The transition from existing functional structure to matrix structure was recommended as the problem solution.
