Мировой опыт стимулирования спроса на инновации . World experience in stimulation of demand for innovation

В настоящее время создание и распространение новых технологий осуществляется при значительной государственной поддержке. В статье проводится анализ опыта государственной политики стимулирования спроса на инновации на примере новых технологий. Основное внимание уделяется поддержке развития нанотехнологий. Рассматривается опыт США, Европейского Союза и Китая. Сначала демонстрируется формирование долгосрочных приоритетов технологического развития, далее представлены направленность и инструменты инновационной политики, используемые на различных этапах инновационного цикла. В завершение представлен опыт реализации крупнейших государственных инициатив ЕС и США в области стимулирования спроса на новые технологии. Currently, the creation and dissemination of new technologies are implemented with substantial government support. The paper analyzes the experience of public policy to stimulate demand for innovation by the example of emerging technology. The experience of the United States, the European Union and China is demonstrated. Firstly the formation of long-term priorities of technological development is demonstrated, then the priorities and innovation policy instruments used at different stages of the innovation cycle are considered. At the end the experience of the implementation of major government initiatives of the EU and the U.S. in stimulating demand for new technologies is presented.
