Денежно-кредитная политика как инструмент реализации задач экономического развития // Monetary Policy as a Tool for Implementation of Economic Development Tasks

The paper examines approaches to increasing the positive impact of the monetary policy on the economic development in Russia. The subject of the research is the mechanism of the monetary policy influencing the economic development. The purpose of the work was to identify constraints and other factors that weaken the positive impact of the monetary policy on the development of the real economy. The paper establishes that the monetary policy has a significant positive effect on the real economy, which is manifested by a higher flexibility and efficiency in distribution of economic resources in a situation of equilibrium on the commodity and financial markets as well as by a stronger incentive to innovation activities in a highly competitive environment. The factors restraining the positive impact of this effect on the economic development are determined. It is concluded that it is possible to overcome limitations of the economic development in a non-evolutionary way by implementation of an economic strategy aimed at a simultaneous and coordinated adjustment of socio-economic institutions to enhance the efficiency of the monetary policy and increase economic growth rates. В статье рассматриваются пути и условия увеличения позитивного влияния монетарной экономической политики на экономическое развитие России. Предмет исследования - механизм влияния монетарной политики на экономическое развитие. Цель работы - выявление ограничений и факторов, ослабляющих позитивное влияние монетарной экономической политики на развитие реальной экономики. В работе установлено, что монетарная политика обладает существенным положительным эффектом для реальной экономики, проявляющимся в повышении гибкости и эффективности распределения экономических ресурсов в ситуации равновесия на товарных и финансовых ранках, а также в усилении мотивации к инновационной деятельности в условиях жесткой конкуренции. Определены факторы, сдерживающие позитивное влияние этого эффекта на развитие экономики. Сделан вывод о возможности преодоления ограничений экономического развития неэволюционным путем на основе разработки и реализации экономической стратегии, направленной на одновременное и согласованное изменение общественно-экономических институтов для повышения эффективности монетарной политики и увеличения темпов экономического развития.
