СИСТЕМА КОРПОРАТИВНОГО УПРАВЛЕНИЯ ЖКХ КАК МЕХАНИЗМ УСТРАНЕНИЯ РИСКОВ СНИЖЕНИЯ КАЧЕСТВА ЖИЗНЕОБЕСПЕЧЕНИЯ ГРАЖДАН // The System of Corporate Housing and Utilities Management as a Mechanism to Eliminate the Risks of Life Support Quality Degradation

The paper analyzes the current system of the housing and utilities services (HUS) management as well as the risks and threats to the life support quality for Russian citizens arising therefrom. In view m the above, the prospects of eliminating existing problems are considered based on development of new approaches and effective mechanisms for building a new HUS management system using public management and control. The purpose of the study was to justify the need in the establishment of a corporate HUS management system at the municipality level as the life support basis to improve the quality of life. The subject of the paper is the development of effective management and control mechanisms in the HUS sphere to ensure efficient interaction of all production and administrative structures and residents participating in this work. It is concluded that, given a new system of public management and control, the reforms will result in the life quality improvement, stabilization of HUS tariffs, the investment activity growth, reduction of production costs and non-standard expenses in the HUS management as well as elimination of protest activities of residents, etc. В статье анализируются состояние современной системы управления жилищно-коммунальным хозяйством (ЖКХ), риски и угрозы снижения качества жизнеобеспечения граждан Российской Федерации для устранения существующих проблем на основе выработки подходов и эффективных механизмов построения новой системы управления ЖКХ с использованием общественного управления и контроля. Цель работы заключается в разработке и обосновании необходимости формирования корпоративной системы управления ЖКХ на уровне муниципальных образований как базисной основы жизнеобеспечения граждан для повышения качества жизни жителей. Предмет статьи - разработка эффективных механизмов управления и контроля в сфере ЖКХ, обеспечивающих рациональное взаимодействие всех участвующих в этой работе производственных, управляющих структур и жителей. Сделан вывод, что результатами этих преобразований являются повышение качества жизни населения, стабилизация тарифов ЖКХ с учетом формирования новой системы общественного гражданского управления и контроля, рост инвестиционной активности организаций, снижение производственных затрат и устранение ненормативных издержек в управлении ЖКХ, устранение протестной активности жителей и др.
