Abstract

The problem of the industrial policy formation based on the structural and institutional problems of the Russian economy is considered. The labor resource flow between activities and key sectors of the industry, including the mining and transactional sectors, are investigated, based on which the most important requirement fot the current economic and social policy aimed at the elimination of the existing flow of resources is formed..The calculation of the overall economic risk in the consolidated sectors of the economy was made, which exposed and confirmed the existence of a structural imbalance, when high-return activities are characterized by low risks and low-return ones (the industry) by a relatively high risk of running business. The imbalance is manifested by labor spillovers from sectors with a high risk and low profitability to sectors with a relatively low risk and high profits. This problem needs to be solved in the field of not only purely economic but also the social policy since in high profitable sectors with relatively low risks the wages are substantially higher than in other sectors. Therefore, it is necessary to smooth out this difference not only by impacts on the structure by eliminating risks in the manufacturing sectors, but also by creating conditions for wages growth therein. Рассматривается проблема формирования индустриальной политики исходя из структурных и институциональных проблем функционирования российской экономики. Исследуется перелив трудового ресурса между видами деятельности и основными секторами промышленности, добывающего и трансакционных секторов, исходя из чего формируется важнейшее требование к текущей социально-экономической политике, направленной на элиминирование сложившегося перелива ресурсов. Проведен расчет совокупного риска хозяйственной деятельности в укрупненных секторах экономики, который выявил и подтвердил наличие структурного перекоса, когда высокодоходные виды деятельности характеризуются низким риском, а низкодоходные виды деятельности (промышленность) - относительно высоким риском ведения дел. Наличие такого перекоса выражается в переливе трудового ресурса из секторов с высоким риском и малой доходностью в секторы с относительно низким риском и высокой доходностью. Данная проблема требует решения не только в области сугубо экономической политики, но и социальной политики, поскольку в секторах с высокой рентабельностью и относительно низким риском заработная плата существенно превышает заработную плату в иных секторах. Следовательно, требуется нивелировать эту разницу не только воздействиями на структуру, исключая риски в обрабатывающих секторах, но и создавать условия для роста в них заработной платы.
