К Проблеме Налоговой Нагрузки В России // To The Problem Of The Tax Burden In Russia

Abstract

The subject of research is the study the tax burden in Russia compared with other countries. The concept of the «tax burden» and a method of the tax burden computation are analyzed . The tax limit theory is disputed. It is suggested that budget costs should be taken into account as a prerequisite for computing the tax burden. A tax burden index is established. The necessity to make the tax policy more active in the turbulent social and political circumstances is justified. The issue of shifting the tax burden onto the population is considered. A conclusion is made that in a critical situation the tax policy activity increases and so does the importance of the unified state social and economic policy. No matter how the total amount of the tax burden in Russia might change, its redistribution will become the main problem of the fiscal policy in the short-term perspective. Предмет исследования - налоговое бремя в России по сравнению с другими странами. Анализируются понятие «налоговое бремя» и методика исчисления налогового бремени. Ставится под сомнение «теория налогового предела». Предлагается в качестве обязательного условия расчета налоговой нагрузки учитывать расходы бюджета. Устанавливается показатель налогового бремени. Обосновывается неизбежность активизации налоговой политики в турбулентных социально-политических обстоятельствах. Рассматривается переложение налогового бремени на население. Делается вывод о том, что в критических условиях активность налоговой политики возрастает вместе с повышением роли единой государственной социально-экономической политики. Как бы ни менялась общая величина налогового бремени в России, главной проблемой налоговой политики в ближайшей перспективе станет его перераспределение.
