Кризис Человеческого Потенциала России И Методы Анализа

Abstract

Современный кризис в России рассматривается как критическая потеря системной устойчивости экономики и общества, обусловленная совмещением фазы цикла глобальной экономики и накопленной массы внутренних противоречий и проблем. Россия утратила коренное конкурентное преимущество, создававшее ей достаточный запас прочности, - мощь человеческого капитала, что углубляет отставание от развитых и развивающихся стран. Способы получения достоверных оценок состояния и динамики человеческого капитала используются для анализа и прогноза, а также для изучения воздействий факторов. Для исследования человеческого капитала применяется аппарат регрессионного анализа комплексного индикатора - индекса развития человеческого потенциала, который в течение 20 лет рассчитывается в рамках Программы развития ООН (ПРООН).
