Abstract

В статье предложена модифицированная модель национальной информационной системы, рассмотрена ее структура; изложены принципы обеспечения ее устойчивого и безопасного функционирования. Дается расширительная трактовка НИС и необходимость ее интегративного включения в качестве подсистемы в состав глобальной инновационной гиперсистемы, в которой ведущими акторами, наряду с национальным государством, выступают глобальные наднациональные, метасистемные институты регулирования и управления инновационными процессами в глобально информационно-сетевом обществе.
