Abstract

Показано, что важнейшим элементом системы управления ростом на этапе догоняющего развития могут стать региональные агентства экономического развития (РАР). Рассматриваются основные задачи РАР как 1) площадки взаимодействия правительства, ассоциаций бизнеса и общества; 2) центра институционального экспериментирования; 3) информационного и консультационного центра; 4) центра регионального прогнозирования и планирования; 5) координатора институтов развития в регионе. Обсуждается проблема выбора рациональной структуры управления и финансирования РАР.
