Российская Теневая Экономика В Контексте Национальной Экономической Безопасности

Abstract

Активное обсуждение проблем экономической безопасности России идет более 10 лет. В 2000-е гг. появились даже учебные курсы «Экономическая безопасность», используемые для преподавания во многих вузах России (см., например: [13, 12]). Однако в дискуссиях и в литературе по этой проблематике осталось еще много пробелов. Нет осмысления сущности национальной экономической безопасности и ее эволюции с позиций общей экономической теории. Не хватает системности в понимании структуры угроз национальной безопасности. Преобладает анализ скорее самих угроз/опасностей, чем мер безопасности. Самое главное, наблюдается принципиальная недооценка роли борьбы с теневой экономикой в обеспечении национальной экономической безопасности.
