Проблемы Организации Стратегического Планирования В Муниципальных Образованиях

Abstract

В статье рассматриваются ключевые проблемы, которые возникают при организации процесса стратегического планирования в муниципальных образованиях Российской Федерации. Называется шесть главных проблем: проявление «стратегического оппортунизма» и «туннельный кругозор» ответственных работников; малая заинтересованность в результатах планирования; недостаточный уровень знаний и умений муниципальных служащих и членов представительных органов в применении методов планирования; недостаток каналов воздействия органов местного самоуправления на социально-экономическое развитие муниципального образования; отсутствие собственных источников финансирования; неправильный выбор горизонтов планирования для отдельных документов. Автор раскрывает содержание каждой проблемы и дает ряд рекомендаций.
