Налоговый Инструментарий Обеспечения Социальной Поддержки Граждан: Опыт Зарубежных Стран

Abstract

В условиях экономической нестабильности возрастает роль социальной поддержки незащищенных слоев населения. В числе мер, направленных на выполнение социальных функций государства, особое место занимают налоговые инструменты, в частности налоговые льготы.В статье рассматривается зарубежный опыт в сфере предоставления налоговых льгот социальной направленности на примере Германии, Великобритании, Франции и США. Проведенный анализ позволяет выделить два основных направления предоставления налоговых льгот с целью обеспечения социальной поддержки граждан: льготы, направленные на лиц, осуществляющих социальную поддержку (физических лиц и организации, в том числе благотворительные), и на лиц, нуждающихся в поддержке.В процессе анализа проводится сравнение зарубежной практики с российским опытом, даются рекомендации по возможности применения в России опыта зарубежных стран.
