Abstract

В статье отмечается, что кризисные явления 2008-2009 гг. болезненно отразились на состоянии большинства региональных бюджетных систем. Имели место такие явления, как снижение собственной доходной базы, рост дефицита и резкое увеличение долговой нагрузки территориальных бюджетов. Особое внимание уделено анализу изменений доходной части консолидированных бюджетов. Определены факторы, повлиявшие на состояние бюджетной обеспеченности регионов, обоснованы предложения по повышению ее уровняThe article notes that the crisis of 2008-2009 painfully affected the condition of most of the regional budget systems. Occurred phenomena such as decrease their own revenue base, increase in the deficit and a sharp increase in the debt burden of territorial budgets. Special attention is paid to the analysis of changes in the revenue part of the consolidated budgets. The factors affecting the state budget of the regions, justified proposals for its enhancement
