Abstract

Решение финансовых проблем регионов невозможно без участия финансовых ресурсов федерального центра, однако в каждом конкретном случае проблема централизации и децентрализации в распределении бюджетных средств специфична, поскольку связана с уникальными особенностями России как федеративного государства, поэтому всегда конкретна исходя из текущих потребностей и финансовых возможностей как центра, так и регионов. Предпринята попытка определения наиболее оптимальной меры при решении проблем регионального развития с использованием федеральных средств.
