Промышленная И Закупочная Политика Государства: Проблемы Взаимосвязи

Abstract

В статье выдвинута гипотеза о модернизации государственной политики как инструменте институционального проектирования, обоснованная на примере новой промышленной политики РФ. Необходимость модернизации промышленной политики актуализировал глобальный финансовый кризис 2008-2009 гг. как первый кризис постиндустриальной (сервисной) экономики. В развитых станах, осуществивших в течение последних трех десятилетий планетарный перенос национального промышленного производства в развивающиеся страны, эта модернизация осуществляется в форме решоринга возврата вывезенных производств на территорию страны, в России в форме реиндустриализации (неоиндустриализации). Хотя промышленная и закупочная политика это самостоятельные составляющие экономической политики государства, но в статье показано, что закупочная политика государства обладает высоким потенциалом для стимулирования развития отечественной промышленности. В частности, институционализация ряда запретов на закупки для нужд государства отдельных видов промышленной продукции имела в 2016 г. высокий положительный эффект на динамику этих отраслей промышленности. Предложены меры по повышению эффективности воздействия закупочной политики на стимулирование промышленного развития.
