Abstract

Статья посвящена трансформации механизма контроля качества пищевых продуктов в России. Показано, что следованием общемировым тенденциям дерегулирования в России была сделана попытка перейти от государственного механизма регулирования к саморегулированию. Предполагалось, что организации саморегулирования и общества защиты прав потребителей создают основу механизма социального контроля: они содействуют стандартизации, выступают в защиту интересов потребителей и добросовестных производителей, организуют программы добровольной сертификации. Вместе с тем, по факту, в условиях асимметрии информации и слабости негосударственных механизмов возник провал в системе обеспечения качества. Авторами объясняется данная ситуация с позиций институционального подхода и даются нормативные рекомендации в части повышения результативности системы регулирования в России. Также в работе представлена субъектно-функциональная схема, отображающая механизм социального контроля качества пищевых продуктов.
