Abstract

В статье на основе реализации комплексного подхода проведен аудит экономических рисков, возникающих на всех этапах закупок для государственных и муниципальных нужд как со стороны заказчиков, так и со стороны участников торгов. Выделены этапы закупок в рамках единой контрактной системы, которые характеризуются наиболее высокими экономическими рисками: планирование, определение поставщика, заключение и исполнение контракта. Предложен ряд мер по локализации экономических рисков, в частности внедрение комплаенспрограмм, институционализирующих соблюдение организацией антикоррупционного законодательства; повышение квалификации специалистов по госзакупкам и усиление контроля через централизацию закупок.
