Монетарная Политика Европейского Центрального Банка В Современных Условиях

Abstract

Статья представляет собой анализ монетарной политики Европейского Центрального Банка (ЕЦБ) в условиях современного кризиса. В статье проведена систематизация монетарной политики ЕЦБ в условиях современного кризиса, детально исследованы меры монетарной политики ЕЦБ на различных этапах кризиса. Проведенный анализ показал, что монетарная политика ЕЦБ существенно отличается от действий других ЦБ во время современного кризиса (например, ФРС). Так, ЕЦБ совмещал нетрадиционную монетарную политику с традиционными мерами, а не заменял их. ЕЦБ чаще всего использовал кредитное, а не количественное смягчения. ЕЦБ использовал монетарную политику не только для борьбы с финансовым кризисом, как, например, ФРС, но и для борьбы с долговым кризисом. Данные особенности монетарной политики ЕЦБ были обусловлены как институциональными характеристиками Евросоюза, так и особыми условиями протекания финансового кризиса в зоне евро.
