Abstract

В статье раскрывается роль контрактной системы и ее институтов в национальной экономике, развитии системы государственных и муниципальных закупок, рациональном использовании бюджетных средств. Дана динамика закупок на электронных торгах за 2011-2014 годы. Представлено авторское видение существующих проблем в формировании и развитии таких институтов, как проведение торгов и организация взаимодействия участников осуществления закупок на электронных площадках. В числе институтов контрактной системы выделяются: персонал, система организационных отношений, обоснование, планирование и нормирование государственных закупок, единая информационная система. Авторами предложены возможные направления повышения эффективности функционирования электронных площадок, формирования единой информационной системы. Затрагивается проблема аффилированности участников торгов, ее содержание, дается оценка действий заказчика со стороны Федеральной антимонопольной службы.
