Abstract

Для системного понимания достоинств и недостатков проекта «Сколково», а также первых результатов его реализации в 2010-2014 гг., необходим компаративистский подход. В статье используется метод исторической компаративистики: «Сколково» сравнивается с «горнозаводской цивилизацией» XVIII в. и с советскими наукоградами 1940-1980-х гг. (как, например, Арзамас-16). Сформулированы основные трудности, с которыми связаны все попытки создания инновационных кластеров в современной России прежде всего, слабый спрос бизнеса на технологические новации.
