Эволюция Макроэкономической Политики И Регулирования: На Пути К Экономике Знаний

Abstract

Уточнено содержание эволюционного подхода в анализе развития макроэкономической политики и государственного регулирования экономики. Эволюция макроэкономической политики и государственного регулирования экономики понимается как трансформация субъекта регулирования и целей развития, изменение объектов, методов и инструментов регулирования во взаимосвязи с развитием рынка и других субъектов экономики. Проанализированы сдвиги в объектах макроэкономической политики по мере развития экономики знаний. Выделено смещение объекта государственного регулирования экономики от конечных к начальным этапам производственного процесса, изменение поля рыночной самоорганизации и конкретизация роли государства в регулировании экономики. Систематизированы новые формы макроэкономической политики и регулирования, ориентированные на инновации, «умный, устойчивый и содержательный рост», разнообразие поведения субъектов рынка, гибкие стимулы развития экономики знаний, творческий подход и переход к сетевой основе принятия решений. Определены соответствующие новым формам требования к макроэкономической политике и регулированию в условиях развития экономики знаний.
