Человеческий Капитал Как Базовый Элемент Механизма Управления Инновационно-Ориентированным Ростом Региона

Abstract

В статье обосновано, что при переходе к модели инновационно-ориентированного роста региона основным элементом механизма управления становится человеческий капитал. В свою очередь это трансформирует остальные элементы механизма управления: цель, критерии, факторы, методы управления и ресурсы. Целевая ориентация на инновационное развитие детерминирует значимость социокультурных факторов и мотивообразующих методов управления. Достаточно высокий индекс человеческого развития позволяет российским регионам реализовать инновационно-ориентированную модель роста при условии интеграции приоритетных направлений экономического и социокультурного развития в Программы социально-экономического развития территорий.
