Abstract

Трансформационные реформы в переходной экономике отличались своей драматичностью, в том числе рядом значимых провалов, связанных с неэффективностью трансплантированных экономико-правовых институтов. Одной из основных причин фиаско выступало неудовлетворительное состояние экономической науки, обусловившее неспособность определить оптимальную траекторию проводимых реформ. Серьёзные исследования, изучавшие вопросы оптимизации институциональных реформ в России и за рубежом, были инициированы только в середине и конце 90-х гг. прошлого столетия. Указанная проблема в полной мере характерна для развивающейся в постсоветской России сферы конкурентных государственных закупок. Проблемы становления новых институтов в этой сфере обусловили рост коррупции и трансакционных издержек для предпринимателей, стремящихся работать здесь. Возникшая ситуация обусловила низкую эффективность в том числе современных институциональных преобразований, анализируемых в настоящей публикации.
