Модернизация Общественного Сектора: Совершенствование Институциональных Условий Функционирования Государственных Учреждений

Abstract

Современные социальные и экономические институты пребывают в процессе трансформации и постоянной модернизации. Эти процессы имеют сложный многомерный содержательный характер. Новый смысл приобретают разнообразные институциональные ограничения, препятствующие достижению поставленных перед страной задач социально-экономического развития. В статье анализируются последние исследования, связанные с модернизацией общественного сектора, и выявляются ее ключевые направления. Авторами обобщена содержательная сторона процесса общественной модернизации в системе государственных учреждений, проанализированы результаты проводимых в России реформ и выявлены критические аспекты в ходе их реализации. На примере государственных образовательных учреждений выделены детерминанты повышения качества общественных услуг.
