Реализация Программно-Целевого Формирования Бюджетов Субъектов Российской Федерации

Abstract

Цель: определить место региональных программных бюджетов в управлении общественными (государственными и муниципальными) финансами, путем осмысления перехода на программный бюджет в субъектах Российской Федерации и их систематизации для использования в практике бюджетирования. Методы: абстрактно-логический, диалектический, исторический, сравнительного и экономического анализа и синтеза. Результаты: Рассмотрены итоги реализации и оценки эффективности целевых программ Республики Башкортостан; проанализированы их состав, структура и источники финансирования, направления использования средств и исполнение показателей программ. Обобщен опыт формирования программных бюджетов в субъектах Российской Федерации, рассматриваются их недостатки. Предлагаются пути их устранения. Научная новизна: Исследована роль регионального бюджета в управлении общественными финансами. Практическая значимость: Основные положения и выводы статьи могут быть использованы в научной и педагогической деятельности при рассмотрении вопросов программно-целевого формирования бюджетов субъектов Российской Федерации.
