Электоральная Коррупция И Модель Участия В Выборах В России

Abstract

Цель: показать, что электоральная коррупция способна поразить все стадии избирательного процесса. Доказать, что электоральная коррупция используется как для ограничения политической конкуренции, так и для оказания давления непосредственно на избирателей и искажение их волеизъявления. Методы: сравнительно-правовой; системный анализ. Результаты исследования: представлено определение электоральной коррупции и ее институционального механизма как злоупотребления административным ресурсом публичной власти. Дана классификация видов административного ресурса публичной власти. Научная новизна: описана российская модель участия в выборах и на основе ее анализа выявлено как злоупотребления теми или иными видами административного ресурса могут влиять на результаты выборов. Практическая значимость: исследованы положения, характеризующие основные виды «административного ресурса»: силовой, регуляторный, законодательный, институциональный, финансовый, информационно-коммуникационный и статусный. Показана взаимосвязь между использованием административного ресурса и результатами выборов.
