Abstract

Цель: выявление особенностей финансирования социальной сферы в городах пореформенной России. Методы: абстрактно-логический и эмпирический. Результаты: на основе изучения бюджетов Казани и малых городов Казанской губернии 70–80-х гг. ХIХ в. установлено, что социальная сфера являлась приоритетом социальной политики органов городского управления. Научная новизна: впервые исследована структура расходной части городских бюджетов, проведен анализ бюджетной политики городских властей пореформенной России, выявлены особенности бюджетного финансирования социальной сферы в крупных и малых городах России. Практическая значимость: возможность использования исторического опыта России при реформировании местного самоуправления.
