Abstract

В работе рассмотрены проблемы подготовки и переподготовки управленческих кадров как важнейшего фактора разработки основ программно-целевого управления комплексным развитием АЗРФ. Рассмотрены различные пути и направления подготовки и переподготовки управленческих кадров для АЗРФ. Выполнен анализ динамики численности студентов, аспирантов и профессорско-преподавательского состава образовательных организаций высшего образования. Анализ показал дефицит управленческих кадров и его несоответствие задачам инновационного развития экономики и социальной сферы АЗРФ. Необходимо междисциплинарное взаимодействие, в том числе детальное изучение североведения. Рассмотрен опыт функционирования университетов в малых городах приарктических стран. Представлены предложения по корректировке законодательного регулирования образовательной сферы.
