Модернизация Пусковой Механизм Стратегии Формирования Инновационной Экономики России

Abstract

Выполнен структурный анализ макроэкономической динамики стран ОЭСР и России в период между двумя последними мировыми экономическими кризисами (1970-2008 гг.). Выявлены основные проблемы российской экономики, связанные с накопленными структурными диспропорциями. Показано, что для перехода к сбалансированной структуре экономики России необходимо осуществить инновационно-технологический прорыв в текущем десятилетии. Поскольку место России в мировой экономике XXI века это наукоемкая высокотехнологичная экономика, обсуждается соответствующая стратегия модернизации и промышленная политика, способные сформировать её. Предлагается среднесрочная импортозамещающая стратегия как пусковой механизм для долгосрочной стратегии формирования инновационной наукоемкой экономики России в первой половине XXI века. Проведен прогнозный расчет динамики технологического прогресса и ВВП для России, на период до 2050 года, на основе модели, описывающей указанную долгосрочную стратегию инновационного развития российской экономики. Результаты расчетов показывают, что экономика России по абсолютному размеру ВВП уже к 2030 году может стать четвертой (наилучший сценарий) или пятой (оптимистический сценарий) экономикой мира.
