Системный Подход К Оценке Механизма Реализации Проектов На Основе Государственно-Частного Партнерства

Abstract

Данная статья посвящена анализу существующих проблем в механизме реализации проектов на основе государственно-частного партнерства в России с позиций системного анализа. Данная статья может быть интересна как экономистам, занимающимся реализацией ГЧП-проектов (со стороны государства или частного бизнеса), так и законодателям, и общественным деятелям, так как принцип прозрачности, лежащий в основе рассматриваемой проблемы, в равной степени затрагивает и экономические, и социальные интересы общества в целом и его отдельных элементов в частности. Основными выводами данной статьи являются проиллюстрированное автором отсутствие достаточной для полноценного анализа открытой информации о проектах в России ввиду провозглашения Центром развития ГЧП политики конфиденциальности, а также вывод о необходимости качественной и детальной подготовки проекта ГЧП на прединвестиционной стадии.
