Abstract

Выполнено исследование проблем социально-правового положения инвалидов России и социально-экономического положения инвалидов, проживающих в Восточной Сибири. Подчеркиваются принципиальные недостатки Федерального закона О социальной защите инвалидов в Российской Федерации, но речь идет уже не просто о неточностях в формулировках статей указанного закона, которые переходят из одной редакции закона в другую, а о принципиальных проблемах социально-правового характера. В статье анализируются концептуальные несовершенства законодательно принятой правовой стратегии отношения общества к инвалидам, которая расходится с интуитивно естественной социальной стратегией, декларируемой в средствах массовой информации. Дан критический анализ подходов к постановке и решению задачи социальной защиты инвалидов путём их реабилитации в целях трудоустройства, а также задачи создания адекватной среды обитания для инвалидов.
