Abstract

Рассматривается одного из правовых аспектов нового экономического и правового феномена категории «устойчивое развитие территорий», а именно вопросы правовой регламентации участия муниципальных образований, находящихся на территории Российской Федерации, в обеспечении устойчивого развития территорий. При этом анализируются различные точки зрения ученых о сущности и компетенции местной власти в системе публичной власти. Предлагается авторская оценка деятельности муниципального образования по созданию условий для устойчивого развития соответствующей территории, через призму классификации административно-властных и государственно-властных полномочий органов местного самоуправления.
