Меры По Повышению Эффективности Государственных Расходов

Abstract

В статье рассматривается необходимость развития программно-целевого подхода в процессе подготовки и исполнения государственного бюджета. Для реализации этого подхода предлагается внедрение системы распределения бюджетных средств по межведомственным программам, направленным на решение наиболее острых социальных и экономических проблем. На основе принципов бюджетного финансирования автором дано обоснование ряда направлений реализации программно-целевого подхода в управлении бюджетным финансированием такой структуры как органы внутренних дел.
