Abstract

Работа посвящена изучению предпосылок формирования программно-целевого подхода к управлению бюджетными расходами. Выявлены аспекты внедрения института государственных программ в бюджетную систему Российской Федерации. Охарактеризованы специфичные особенности долгосрочных целевых программ, включая их содержание, оценку эффективности. Выявлены ключевые изменения системы бюджетирования на современном этапе на федеральном уровне. Обозначены направления решения проблемы согласованности бюджетной политики и тактики.
