Abstract

В первой главе своей фундаментальной книги Хайман Мински формулирует методологические установки в экономических исследованиях и общие принципы экономической политики. Вторая глава посвящена анализу периода финансовой нестабильности в США с конца 1960-х до начала 1980-х годов и в первую очередь рецессии 1973—1975 годов. Автор показывает, что благодаря фискальному стимулированию со стороны Большого правительства и действиям центрального банка как кредитора в последней инстанции американской экономике удалось избежать депрессии и сравнительно быстро преодолеть рецессию. Это произошло не только потому, что дефицитное финансирование бюджетных расходов поддержало спрос, но и потому, что возраставший государственный долг действовал как стабилизатор портфелей кредиторов. В этот период изменился характер протекания экономических кризисов и рецессий: вместо глубоких депрессий финансовая нестабильность приняла форму высокой и ускоряющейся инфляции.
