Abstract

В статье дан анализ «пассивной и пессимистической» модели политики Банка России с середины 1990-х годов и возникших в связи с этим финансовых дисбалансов. Как альтернатива рассмотрена модель «центрального банка развития», активиста, нацеленного на стимулирование экономического роста и модернизации, наряду с регулированием инфляции, валютного курса и финансовой стабильности. Предложена для ЦБР политика «финансового развития» вместо таргетирования выборочных финансовых переменных.The article gives the analysis of “passive and pessimistic” model of Bank of Russia policy, carried out by the mid-1990s, and the financial imbalances that have arisen on this basis. As an alternative, a model of the "developmental central bank” is proposed, aimed at stimulating economic growth and modernization, along with the achievement of price, exchange rate and financial stability. Recommended policy of "financial development" for CBR instead of targeting selected financial variables.
