«Государство» Устарело: Потребность В Новом Определении Государства

Abstract

В статье поднимается проблема неоперациональности определения государства, основанного исключительно на преимуществе в применении насилия на определенной территории, которое используется как базовая дефиниция в рамках российской школы новой институциональной экономической теории. Традиционное определение не позволяет исключить из анализа организации, не являющиеся государствами, но обладающие признаком территориального преимущества в применении насилия. Это создает сложности, так как размывает предмет исследования в работах, где им является государство. Автор предлагает дополнить определение, введя в него дополнительные признаки: легитимность и суверенитет. Новое операциональное определение позволяет исключить из анализа те организации, которые не являются государством, хотя и обладают похожими признаками.
