Abstract

В статье рассматривается проблема выбора приоритетов политики, направленной на повышение продолжительности жизни. Предлагаются методы, основанные на анализе функций таблиц смертности по причинам смерти и позволяющие объективно оценивать вклад различных причин в формирование ситуации со смертностью и тенденций ее изменения и обосновывать первоочередные стратегические цели борьбы за снижение смертности. Подчеркивается важность рассмотрения двухмерной структуры ожидаемой продолжительности жизни, отражающей одновременно вероятность умереть от той или иной причины смерти и возрастное распределение смертей от каждой из причин. Показано, что существующая практика определения приоритетов не использует всего арсенала выработанных демографической наукой аналитических методов. В результате она опирается на самые общие показатели, обладающие низкими аналитическими возможностями, и потому исходит из некорректных представлений о реальной ситуации в области смертности в России. Это снижает эффективность усилий по повышению продолжительности жизни в России и препятствует преодолению ее нарастающего отставания по этому показателю от большинства развитых стран.
