Новая Бюджетная Реформа В Свете Старой Проблемы

Abstract

Анализируется проводимая в России в настоящее время бюджетная реформа, сущность которой заключается в трансформации значительной части бюджетного сектора в рыночную экономику. Отмечается, что реформирование бюджетного сектора экономики началось с реформирования сети бюджетных учреждений, основная масса которых должна начать функционировать на рыночных принципах. Предполагается, что срок проведения бюджетной реформы должен быть минимальным, а установленные бюджетным учреждениям на период реформы ограничения по доступу на финансовые рынки и по распоряжению имеющимися у них финансовыми ресурсами должны быть сняты.
