Оценка Проработанности Стратегических И Программных Документов, Регулирующих Вопросы Развития Туризма В Северных Регионах России

Abstract

Авторами проведен критический анализ 26 стратегических и программных документов федерального и регионального значения, регулирующих развитие сферы туризма, на предмет выделения в них проблем и целевых ориентиров развития туризма, а также рисков реализации программ развития туризма. Разработана методика оценки проработанности указанных документов с применением балльных и экспертных методов оценки. На основе этой методики проведена оценка стратегических и программных документов северных регионов России, даны методические рекомендации по формированию региональных программ развития туризма.
