Организационно-Экономический Механизм Государственной Поддержки Проектов Модернизации Сельского Хозяйства

Abstract

В статье обоснованы предпосылки модернизации сельского хозяйства России. Дана краткая характеристика и оценка результативности мер, принятых органами власти для стимулирования перевода отрасли на интенсивный путь развития. Определены основные недостатки организационно-экономического механизма модернизации производства в агросекторе, заключающиеся в разнонаправленности действия инструментов регулирования АПК, отсутствии учета природно-климатических условий и отраслевой специализации. Предложены методические рекомендации по распределению средств бюджетной поддержки между различными типами сельхозтоваропроизводителей в зависимости от их восприимчивости к использованию достижений научно-технического прогресса.
