Abstract

Статья посвящена исследованию процесса внедрения на муниципальном уровне инструментов бюджетирования, ориентированного на результат. На примере муниципальных образований Владимирской области рассмотрены основные проблемы и недостатки современной практики формирования и использования докладов о результатах и основных направлениях деятельности, целевых программ, реестров услуг, стандартов качества услуг, муниципальных заданий, а также оценки потребности в муниципальных услугах и расчета стоимости муниципальных услуг. Особое внимание уделено оценке степени взаимосвязи инструментов бюджетирования по результатам между собой и их встроенности в бюджетный процесс муниципального образования.
