Математическое Моделирование «Эффективного Контракта» В Кгу Им. Н. А. Некрасова

Abstract

Переход к «эффективному контракту» соответствует направлению в изменении трудовых отношений в бюджетной сфере, определенному правительством и поручениям Президента РФ. Однако его параметры и путь перехода к нему до сих пор не определены ни на уровне отдельных организаций образования, ни на уровне министерства. Неизвестным остается и степень свободы, предоставляемая университетам в установлении каких-то параметров эффективного контракта. Необходимо оценить последствия перехода к эффективному контракту для университета в целом и для отдельных групп работников, возникающие риски, и определить хотя бы вчерне параметры эффективного контракта, соответствующие избранной траектории развития КГУ им. Н.А. Некрасова. Данная статья является опытом применения экономико-математических методов к решению этих задач.
