Abstract

Бюджетное финансирование провинциальных университетов в статье рассматривается как инвестиции в социально-экономическое развитие регионов, преодоление их дотационности, и, следовательно, как необходимый фактор устойчивого и равномерного экономического роста. Предлагаются соответствующие математические модели, обосновывающие эти положения. С помощью моделей доказано существование самовоспроизводящегося механизма, действие которого по принципу мультипликатора обусловливает сохранение дотационности и увеличение социально-экономического отставания региона вслед за отказом от бюджетного финансирования провинциального университета.
