Abstract

В статье представлена методика расчета минимальных ставок арендной платы при пользовании участками лесного фонда для заготовки продукции побочного пользования, а также для культурно-оздоровительных, туристических, иных рекреационных и (или) спортивных целей. Методика базируется на рентной концепции лесного ценообразования. При расчете ставок арендной платы за пользование лесными ресурсами предлагается использовать остаточный и нормативный методы, учитывающие рыночную цену конечного продукта лесного пользования. В связи с отсутствием данных о себестоимости заготовок недревесных ресурсов леса рекомендуется применять нормативный метод. В статье представлены соответствующие формулы и проведены расчеты сумм арендной платы по исследуемым лесхозах, показывающие возможный рост лесных доходов на 8-10 %.
