Повышение Эффективности Государственных Расходов В Развитых Странах: Опыт И Уроки Для России

Abstract

В данной статье объектом исследования является эффективность государственных расходов. Обоснована необходимость повышения эффективности государственных расходов на современном этапе развития мировой экономики, приводится динамика доли государственных расходов в ВВП развитых и развивающихся стран. Анализируются современные методы и подходы, с помощью которых осуществляется решение выдвинутой проблемы в развитых странах. В результате изучения зарубежного опыта автор приходит к выводу о том, что в России выбран наиболее оптимальный путь, при котором основным способом повышения эффективности расходов бюджета вместе со среднеи долгосрочным планированием является применение инструмента БОР. Поэтому сейчас бюджеты всех уровней представляют собой комплексы различных конкретных программ, реализующих стратегические государственные цели.
